Olga V. Kirillova, Candidate of Science (Engineering, 2004), the President of the Association of Science Editors and Publishers (ASEP, since 2015), has the huge, more than 45 years, professional experience in creating, developing and applying of information systems in science and technologies in Russia. She started her professional activity in 70-80th of XX Century when the computer (automation) information systems were only in their infancy. Living and working in Siberia, in the Novosibirsk Scientific Center (the Academy Town of the Russian (USSR) Academy of Science), she participated in creating of the local information systems in academic institutions on the bases of Russian and foreign information resources including the first versions in print and CD formats of Web of Science (Science Citation Index) and of known to whole world that time VINITI’s abstract database (and Abstract journal “Referativnyi Zhurnal”). In 1998, after coming for living to Moscow, she started working in VINITI (the All-Russian Institute of Scientific and Technical Information) and was working there during fifteen years as the Head of Department (1998 – 2012). VINITI was the first information center in Russia which subscribed the Scopus database in 2005. Since that time this database was used by VINITI for analytical and scientific work and information services.

In 2009 she was invited by Elsevier to the Content Selection & Advisory Board (CSAB) which was created that time for the content selection purposes. Since 2009 to 2012 she was the member of CSAB, and in 2014 she created the local Russian Content & Advisory Board (Expert Content Selection and Advisory Committee (ECSAC) — Russian Federation) working with Scopus CSAB and as the Chair of ECSAC-RF during these all past 5 years. However, as the expert, she started to work with Russian journals since 2011 when saw the great problems for submission them to this database (as for WoS also). The Local Board, as also the ASEP, were created in the frame of State project on the support of Russian journals in preparing them for promotion in the global database and the international space as a whole. Since that time the preparing of Russian journals according to the international standards and criteria of global citation databases was started. In 2011 Olga organized the first Seminar for journal editors, and since 2012 the International scientific and practical conference “World-Class Scientific Publication” is annually organized. These all influence on the developing of the regional journals and changing their glance on their role in international space, but their international vision is far from desired and now, and problems have not solved yet, the new ones are constantly appearing.
